Guys, a simple thread to highlight the SG Kelong/Fish Farm issue and stance that FNR has chosen to take.
It is ILLEGAL to fish on any fish farms/floating platforms/kelongs in Singapore as these places are not permitted to have any leisure activities for the public. For any backing up on these legislations, please view below...

Agri-Food & Veterinary Authority Please be informed that fish culture farming licences are issued to the fish farms solely for fish farming purposes only. Under the licensing conditions, no unauthorised person, other than those licensed fish farmers and their workers are permitted on the fish fish farm.

I have taken a screenshoot of the AVA's Legislations on the licenses. The screenshot shows the important points that are in the PDF File.

There was even a new article which featured the dangers of these ILLEGAL Kelong Activities.

Jetty shut down

Makeshift set-up a danger to visitors taking boats to kelongs.
POLICE have shut down an illegal jetty at Pasir Ris Park used by amateur fishermen to hitch boat rides to nearby kelongs - wooden houses resting on stilts embedded in the sea bed.
While the visitors claim the catch is better around the kelongs,
the authorities say it is not allowed. The makeshift jetty was located along the banks of Sungei Api Api, a river which leads to the sea off Pasir Ris Park. Before they were shooed off, the boatmen did brisk business.
On March 18, park-goer Wong Yoke Lin spotted a crowd - including children - forming a queue at the junction of Pasir Ris Road and Elias Road.
She said: 'While I was there, a boat docked and discharged a load of passengers and took on a new batch before moving off.'
She took photos of the jetty and sent them to Stomp, The Straits Times' interactive portal at

The jetty was marked out by metal poles which, embedded in the river bed, served as handrails for the passengers. But without a proper walkway, they had to balance themselves on the boat before getting off onto a concrete slope.
'All the passengers had to jump in and out of the boat - I wonder if they realised how dangerous it was,' said Ms Wong, who is in her 30s.
She added: 'I have no idea how long this has been going on. Even though it may be convenient to those going to the offshore kelongs, the authorities should put a stop to this before a mishap occurs.'
Contacted by The Straits Times, the police said they are investigating and the makeshift jetty was 'an unauthorised structure'.
Assistant Superintendent of Police Stanley Norbert added that the ferry service was also unauthorised.
When The Straits Times visited the jetty yesterday, the metal handrails had been removed.
The police said they had worked with the Maritime and Port Authority of Singapore (MPA), Agri-Food and Veterinary Authority (AVA) and NParks to remove the structures at the illegal jetty.
The MPA has also stopped the boat service and warned the operators to stop docking at the jetty.
AVA assistant director of corporate communications Goh Shih Yong said: 'Kelongs and fish farm owners are licensed by the AVA. Kelongs are used for commercial fishing while fish farms are for fish farming.
'Holidays there are not allowed.' ------------------------------------------------------------------------------------------
In order to be on this premises or even fish there, one must need to be REGISTERED
Therefore, all fishing, excursions or worse still, photos should not be posted in public as all these are private. Posting up such posts might cause problems for the farm owner and many farms have been FINED or even might have had their license taken away for this issue.
One can argue that he has highlighted that his outing is strictly for business and it is otherwise not legal for anyone to go up there but this is a PUBLIC FORUM and in doing this, one will be encouraging this motive. In fact, if you read the above, what you are doing is perfectly illegal already since you have NO LICENSE yourself.
Having said this, even if you are the kelong owner itself and post the CR here, it will be deleted as well. FNR is a public forum and people might start asking questions about whether they can go up the kelong. We do not want this to happen. As for this topic, we have always dealt with it the standard way regardless of whether one has any title. Therefore, ANY HINT of the CR being on a SINGAPORE Fish Farm/Kelong will be edited or deleted. If you do not want your CR to be deleted, simply keep the unwanted facts and pictures out. E.G Posting some fishes in the sink that you have caught. Although, you might not get to share your CR, we at FNR can always accept that because…
Illegal fishing activities are not condoned in this forum, as such topics well be removed.
